The striker has been out of action since suffering a ankle injury in the defeat to Liverpool 10 days ago.
Mourinho also has a host of players unavailable through injury, with Sergio Reguilon, Giovani Lo Celso and Dele Alli all out.
Mourinho is expected therefore to make several changes following the lame 1-0 defeat to Chelsea in midweek.
In defence, Joe Rodon is expected to drop to the bench following his costly mistake in the 1-0 defeat to Mourinho's old side.
Eric Dier is expected to replace the youngster at the heart of the Spurs defence. Otherwise, the other three positions should remain the same, filled out with Serge Aueri, Toby Alderweireld and Ben Davies.
Mourinho is expected to shake things up in the midfield and attacking areas. Erik Lamela made a positive impression off the bench in the 1-0 loss, so he could be handed a start in one of the three attacking places.
This would mean one of Moussa Sissoko or Tanguy Ndombele missing out, with it likelier to be the former than the latter.
Ndombele would drop back into the midfield two, alongside Pierre-Emile Hojbjerg.
Lamela would be joined by Steven Bergwijn and Son Heung-Min.
Leading the line will be Carlos Vinicius, with Gareth Bale expected to come off the bench if needed.
